The hydrogeological setting of HME is appropriate for assembling a regional water balance system. Seas and large lakes from three sides surround the water-bearing formation here. A comparatively dense network of gauging stations on rivers controls the groundwater runoff. All this helps bring about an adequate specification of boundary conditions for a correct determination of main components of the regional water budget. A concise water budget of the EAB itemised by main hydrogeological units, is shown in Table 1. The main budget units can be articulated to a sequence of hierarchic subunits to consider the local budget problems. A similar water budget has also been completed for the entire modelling area.
