The presence of market failures in the water and sewerage services requires their economic regulation. Both market failures and the high number of players underpin the use of yardstick competition. This regulatory method is based on the comparison of the performance results between companies from the same sector. This paper analyzes it and discusses the empirical cases at work. It examines the yardstick model adopted in Portugal that has produced noteworthy results.
