Methods of assessing compliance with Emission Standards must be set up carefully because the results may decide priorities for river quality control. The Performance Value Method allows the use of sampling to estimate compliance with standards defined as percentiles. The method also provides estimates of the proportion of time a discharge spent in excess of a particular limit and the probability that the discharge has failed to achieve the standard. The method helps decide how often to sample.
